Overview

The Associate Director of Residential Services will oversee day-to-day operations and maintain quality control of their designated program sites, providing leadership and guidance to staff as well as ensuring the quality of care delivered to the clients served.

New employee starting bonus to be paid after 90 days of employment:

Responsibilities

  • Supports the Mission, Vision, and Guiding Principles of NHS Northstar
  • Supports, cooperates with, and implements specific procedures and programs for safety, confidentiality of data, quality assurance, current rules, agency policies and able to demonstrate mature judgment and able to make programmatic and supervisory decisions
  • Responsible for overseeing the quality of care delivered to clients, ensuring that it is carried out in an ethical and appropriate manner
  • Contact for case managers, guardians, family and other consumer-related stakeholders and represents the organization as directed by the Executive Team
  • Maintains knowledge of consumers’ rights and ensures an atmosphere which allows for the privacy, dignity and well-being of all consumers in a safe, secure environment
  • Supports, cooperates with, and implements specific procedures and programs for:
    • Safety, including universal precautions and safe work practices, established fire/safety/disaster plans, risk management and security plans
    • Reports and/or corrects unsafe working conditions
    • Confidentiality of all data, including consumer, employee and operational data
    • Quality Assurance and compliance with all regulatory requirements
    • Compliance with current law and policy to provide a work environment free from sexual harassment and all illegal and discriminatory behavior
  • Supports and participates in common teamwork:
    • Cooperates and works together with all co-workers; plans and completes job duties with minimal supervisory direction, including using appropriate judgment
    • Uses tactful, appropriate communications in sensitive and emotional situations
    • Follows up as appropriate with supervisor, co-workers or clients regarding problems and concerns
    • Promotes positive public relations with clients, family members and guests
    • Completes requirements for in-service training, acceptable attendance, dress codes (including personal hygiene)
  • Reports to the Director of Residential Services, provides supervisory leadership and direction for assigned program areas
  • Assists in guidance and direction to the supervisory and direct support staff in matters related to direct care, regulatory compliance, client and referral source relations, and budgetary and fiscal performance
  • Assist in oversight of supervisory personnel; develop procedures to regularly giving and receiving formal feedback on performance matters; develop employee development strategies to proactively manage forecasted staffing needs; coach, counsel, and discipline staff who fail to meet performance expectations
  • Develop relationships with peers that promote high-quality client care by leveraging their professional expertise in resolving challenges, both reactively and proactively
  • Makes independent decision without delay and with being cognizant of the ramifications of these decisions
  • Functions with minimal direct supervision
  • Manages a diverse staff
  • Makes appropriate functional and programmatic decision with minimal direction
  • Relates to and coordinate activities with a wide range of agencies effective and positively with people who are developmentally disabled
  • Actively participates in the selection, employment, evaluation, and discharge of staff
  • Administers fiscal policies of assigned programs with minimal direction
  • Monitors, evaluates, and integrates programs and services of the agency
  • Understands and keep current with all federal, state, and local regulations relative to the assigned programs
  • Assists in the development and implementation of agency policies and procedures
  • Develops, implements, and maintains sound managerial practices
  • Participates in meetings or committees as assigned
  • Meets on-going requirements to maintain required certifications and participate in professional training and development
  • Other duties as assigned

Qualifications

Experience/Education/Training

  • High School Diploma
  • Meet the qualifications of a “Designated Manager” as identified in Rule 245D as follows:
    • Bachelor’s degree in a field related to human services, and one year full-time work experience providing direct care services to persons with disabilities or persons 65 or older;
    • Associate Degree in a field related to human services, and two years of full-time work experience providing direct care services to persons with disabilities or persons 65 or older;
    • Diploma in a field related to human services from an accredited postsecondary institution, and three years of full-time work experience providing direct care services to persons with disabilities or persons 65 or older; or
    • Minimum of 50 hours of education and training related to human services; and
    • Four years of full-time work experience providing direct care services to persons with disabilities or persons 65 or older under the supervision of a staff person who meets the qualifications identified in clauses (1) to (3).
    • Three years of supervisory level experience in a program providing direct support services to persons with disabilities or persons age 65 and older.

MINNESOTA DEPARTMENT OF HUMAN SERVICES

BACKGROUND STUDY PRIVACY NOTICE

Because the Minnesota Department of Human Services is requesting that you provide private information about yourself, the Minnesota Government Data Practices Act requires that you be informed of the following:

1. Purpose and intended use of the information: Minnesota Statutes, section 144.057, requires the Minnesota Department of Human Services (DHS) to conduct background studies on individuals who have direct contact with patients and residents in hospitals, boarding care homes, outpatient surgical centers, nursing homes, home care agencies, residential care homes, board and lodging establishments registered to provide supportive or health supervision services, individuals employed by supplemental nursing services agencies, and controlling persons of a supplemental nursing services agency; and all other employees in nursing homes. The background studies are to be completed according to the requirements in Minnesota Statutes, chapter 245C. The information requested will be used to perform a background study of you that will include at least a review of criminal conviction records held by the Minnesota Bureau of Criminal Apprehension and records of substantiated maltreatment of vulnerable adults and children. DHS may also later require you to submit additional information and/or your fingerprints if necessary to complete your background study. For all individuals who are subject to background studies by DHS, the corrections system will report new criminal convictions for disqualifying crimes to DHS. County agencies and the Minnesota Department of Health report substantiated findings of maltreatment of minors and vulnerable adults to DHS.

2. Whether you may refuse or are legally required to provide the information: Minnesota Statutes, chapter 245C states that the individual who is the subject of a study must provide sufficient information to ensure an accurate background study.

3. Known consequences that may arise from supplying the information: Individuals who have histories with the characteristics identified in Minnesota Statutes, chapter 245C, will be disqualified from positions allowing direct contact with (and, where applicable, access to) persons receiving services. Health-related licensing boards will make a determination whether to impose disciplinary or corrective action on individuals regulated by healthrelated licensing boards who have been determined to be responsible for substantiated maltreatment. Individuals who do not have disqualifying characteristics will not be disqualified.

4. Known consequences that will arise from refusing to supply the requested information: Only items identified as “optional” may be left blank. Refusal to provide the information necessary to ensure an accurate and complete background study will result in your disqualification and an order to the agency or facility to remove you from any position allowing direct contact with (and, where applicable, access to) persons receiving services.

5. Identification of other agencies or entities authorized to receive this information: The information you provide will be shared with the Minnesota Bureau of Criminal Apprehension. If DHS has reasonable cause to believe that other agencies may have information pertinent to a disqualification, the information may also be shared with county attorneys, county sheriffs, courts, county agencies, local police, the Federal Bureau of Investigation, the Office of the Attorney General, agencies with criminal record information systems in other states, and juvenile courts. Background study results may be shared with the Minnesota Department of Health, the Minnesota Department of Corrections, the Office of the Attorney General, non-licensed personal care provider organizations, and health-related licensing boards. If you have a disqualifying characteristic, the facility will be told only that you are disqualified and will not be told what caused your disqualification, unless you were disqualified for refusing to cooperate with the background study or for serious and/or recurring maltreatment of a minor or vulnerable adult.
